There are several specific policy actions outlined in the 2022 HereTogether Roadmap that, if funded as proposed in the current budget, will have an impact on our region’s homeless crisis. These include:

Keep transitional housing as a temporary and effective option by connecting people to services. Doing so requires adequate funding for the supportive services that are necessary to help people transition from a shelter as quickly as possible, including case management, housing vouchers and flexible funding.
Strengthen our region’s social service workforce by investing in living wage compensation for our case managers, peer support specialists and other frontline staff.
Engage the private market to increase housing stock. As outlined in our Roadmap, there are myriad ways to quickly leverage the private market to bring affordable housing online. This includes expediting the Regional Long Term Rent Assistance Program by more effectively collaborating with private landlords. The “Move In Multnomah" program is a great pilot for this type of work.

I urge the Portland City Council and Multnomah County Commissioners who will vote and approve the final budget to make sure it emphasizes the need for balanced solutions. The 2023 Joint Office of Homeless Services budget, as currently proposed, is in line with solutions needed for short and long-term solutions to homelessness, and if funded at scale, would have a demonstrable impact in helping our unhoused neighbors get off the streets and into affordable housing.

I would like to call forward several specific areas that, if properly resourced, will accelerate relief for our region’s housing crisis. These areas are laid out in the HereTogether Coalition’s 2022 Roadmap, which HereTogether and many of our supporters sent to your offices in January:

- Keep transitional housing as a temporary and effective option by connecting people to services. Shelters and villages work best when they are a short-term intervention paired with adequate services that serve as a pathway to housing. Doing so requires adequate funding for the supportive services, including case management, housing vouchers and flexible funding. Making these upfront investments can move people into housing and free up shelter space for someone sleeping outside.

- Strengthen our region’s social service workforce by investing in living wage compensation for our case managers, peer support specialists and other frontline staff. Doing so will advance equitable outcomes and ensure that we have adequate support for our region’s most vulnerable, improve retention and attract more essential workers to the profession.

- Engage the private market to increase housing stock. As outlined in HereTogether’s Roadmap, there are myriad ways to quickly leverage the private market to bring affordable housing online. This includes expediting the Regional Long Term Rent Assistance Program by more effectively collaborating with private landlords. The recently launched Move In Multnomah program shows promise and we urge continued support for that effort. We also urge you to simplify and accelerate the permitting process to develop more permanent affordable housing and incentivize creative options like home-sharing and converting unused office space to affordable housing.

Our community can't wait. Fully fund the budget for both near and long term solutions.
